MobiliseYourCity Partnership

Poor air quality, traffic congestion, road fatalities, and greenhouse gas (GHG) emissions are just a few negative effects of poorly designed and/or poorly developed, urban transport systems. Consequences are costly, deadly and rapidly increasing, especially in emerging and developing countries: By 2050 GHG emissions in these areas will triple if ambitious action isn’t taken.

To combat these problems, the multi-stakeholder partnership MobiliseYourCity supports local governments in developing countries to plan sustainable urban mobility, and to connect these plans to budgeting & finance, to allow actual implementation and sector transformation towards a sustainable pathway. Outcomes of MobiliseYourCity’s interventions are more inclusive, livable and economically efficient cities and significantly reduced GHG emission footprints.

What is MobiliseYourCity doing to achieve its goal?

MobiliseYourCity is designed as a global and inclusive partnership that aims to assist beneficiary partners –i.e. national and local governments in emerging and developing countries- in their preparation of National Urban Mobility Policies and Investment Programs (NUMPs) and Sustainable Urban Mobility Plans (SUMPs). It provides a framework for effective and sustainable development of urban transport. Goals are:

  • 20 national governments commit themselves to introduce sustainable urban mobility policies and/or incentive programs
  • 100 cities engage in reducing their GHG emissions by 50% through the development of integrated sustainable urban mobility plans

MobiliseYourCity assists its beneficiary partners to shape urbanization and transport development in a sustainable and climate-friendly manner. Mitigation measures are prepared through integrated planning and consultation with different stakeholders at an early stage. MobiliseYourCity supports as financing facility its partners in national and local budgeting, development of financial mechanisms and securing international financing to ensure successful implementation.

How does MobiliseYourCity work together in partnership to achieve its goal?

MobiliseYourCity is implemented by its founding partners, which comprise:

  • of the AFD (French Development Bank) and the GIZ as implementing agencies,
  • as well as the technical partners ADEME (French Environment and Energy Agency), CEREMA (French Centre for Studies and Expertise on Risks, Environment, Mobility, and Urban Planning), and CODATU (NGO, Cooperation for urban mobility in the developing world).

These founding partners jointly provide beneficiary partners with a methodological framework, capacity building, technical assistance, as well as access to financing at both local and national levels.

MobiliseYourCity has three formal partnership categories:

  • Contributing Partners: Direct donors or implementing agencies with delegated funds, supporting the realization of activities under the partnership through financial or in-kind contributions.
  • Beneficiary Partners: Local authorities and national governments from emerging and developing countries, engaging in sustainable urban mobility. Beneficiaries benefit from funding or in-kind technical assistance and can participate in capacity-building formats offered under the partnership.
  • Knowledge and Network Partners: Internationally operating or country-focused civil society institutions, think tanks, related technical assistance programs etc. associated with MobiliseYourCity. They usually operate based on own funds and contribute to MobiliseYourCity based on own resources, expertise and with their knowledge products driven by their own technical interest in mutual activities.

MobiliseYourCity’s political and strategic direction is governed by a Steering Committee, wherein all partner groups are represented. The MobiliseYourCity Secretariat in Brussels, jointly operated by AFD and GIZ, serves as management and coordination unit for overarching operations, coordination of partners and country- or region-specific sub-programs.

How is MobiliseYourCity financed?

MobiliseYourCity is a multi-donor / multi-implementer partnership, jointly co-financed by the European Commission’s Directorate-General for International Cooperation and Development (DG DEVCO), the French Ministry of Ecological Transition and Solidarity (MTES), the French Facility for Global Environment (FFEM), and the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB).
